				<content:encoded><![CDATA[Earlier this month, a small team from Google and YouTube spent a week in Iraq on a trip arranged by the Department of Defense’s Task Force for Business and Stability Operations (<a href="http://tfbso.defense.gov/www/index.aspx">TFBSO</a>). Our goals were to explore opportunities for Google in Iraq, to understand the landscape of Internet access and connectivity in the country during this critical transition period, and to bring top-voted questions from YouTube to Iraqi leaders in a series of interviews. We met with students, private sector companies, NGOs and Iraqi leadership in the Kurdish city of Erbil in the north, and in Baghdad.<br /><br /><embed type="application/x-shockwave-flash" src="http://picasaweb.google.com/s/c/bin/slideshow.swf" flashvars="host=picasaweb.google.com&amp;captions=1&amp;hl=en_US&amp;feat=flashalbum&amp;RGB=0x000000&amp;feed=http%3A%2F%2Fpicasaweb.google.com%2Fdata%2Ffeed%2Fapi%2Fuser%2Fgblogphotos%2Falbumid%2F5529553716288685313%3Falt%3Drss%26kind%3Dphoto%26authkey%3DGv1sRgCOmayYOkqcPzBA%26hl%3Den_US" pluginspage="http://www.macromedia.com/go/getflashplayer" width="400" height="267"></embed><br /><span style="font-size:85%;"><span style="font-style: italic;">Pictures taken by the Google/YouTube team in Iraq: Harry Wingo (Policy), Carrie Farrell (Google.org), Debu Purkayastha (Corp Dev), Olivia Ma (YouTube), Mary Himinkool (Business Development), and Steve Grove (YouTube).</span></span><br /><br />Regardless of your feelings about the Iraq War, it’s immediately evident upon arrival just how completely the country missed the Internet boom during Saddam Hussein’s regime. Internet penetration rates in Iraq are among the lowest in the Middle East—somewhere between one and eight percent. Only 15 percent of Iraqis say they use the web, and the largest percentage of them live in Baghdad. There are no commercial data centers in Iraq and much more fiber connectivity is needed to meet consumer needs. Most connections are via satellite, and those who do have connections pay dearly for it—we heard estimates of up to $150 U.S. dollars per month for a 512kb connection. To incentivize and enable private companies to lay more fiber in Iraq, a complex set of roadblocks must be addressed—from security concerns to regulatory frameworks to licensing structures. As the country is still struggling to form a government more than seven months after its last election, much of this progress has been stalled.<br /><br />There are signs of progress, however. Mobile penetration has skyrocketed in Iraq in the past seven years, from effectively zero percent in 2003 to over 70% today. And the Iraqi people are highly educated. We met with dozens of computer science students at Salahaddin University in Erbil and at Baghdad University, and though they lack equipment and resources, they’re highly motivated to innovate and believe the web is a critical component of their economy’s future.<br /><br />Many young people in Iraq and around the world <a href="https://www.google.com/moderator/#16/e=2f50c">submitted questions</a> in Arabic and English for three interviews we conducted in partnership with Middle Eastern news agency <a href="http://youtube.com/alarabiya">Al Arabiya</a>. Google Translate enabled anyone to vote on their favorite questions regardless of language, and we brought the top five questions to current Iraqi Prime Minister Nouri al-Maliki, the Prime Minister of the Kurdish Regional Government in Erbil, Dr. Barham Salih, and Iraqi politician and once the interim Prime Minister of Iraq, Ayad Allawi. 				<content:encoded><![CDATA[Five years ago today, Hurricane Katrina made landfall on the Gulf Coast region, crashing through the levees that held the waters of the Mississippi River Gulf Outlet at bay from the city of New Orleans. Overnight, 80 percent of New Orleans was submerged. To this day, only a fraction of residents in the hardest hit areas, like the Lower Ninth Ward, have returned to their homes.<br /><br />Today, in partnership with <a href="http://www.abc26.com/community/rememberingkatrina/">ABC 26</a> (WGNO), a local television station in New Orleans, we commemorate the anniversary of Katrina with a selection of videos on our homepage from New Orleans residents.<br /><br />Many of you have taken this anniversary as an occasion to upload videos to YouTube about the disaster and where things stand today, from never-before-seen <a href="http://www.youtube.com/watch?v=-Kou0HBpX4A">footage shot in 2005 of the hurricane itself</a> to stories of <a href="http://www.youtube.com/watch?v=RjeZgjOuaIA">what it was like to leave your home</a> of more than 50 years behind.<br /><br />Some videos showed how much work is left to be done, like this one from the Ninth Ward, narrated by a resident returning home to survey the damage five years later:<br /><br /><iframe class="youtube-player" frameborder="0" height="385" src="http://www.youtube.com/embed/RtfqoXvo6jo" type="text/html" width="480"></iframe><br /><br />Others discovered relics left behind but not forgotten:<br /><br /><iframe class="youtube-player" frameborder="0" height="385" src="http://www.youtube.com/embed/GB6hmy6jPXk" type="text/html" width="480"></iframe><br /><br />And some chose to honor their city and its resilient spirit through song:<br /><br /><iframe class="youtube-player" frameborder="0" height="385" src="http://www.youtube.com/embed/e2c7nh74lwY" type="text/html" width="480"></iframe><br /><br />If you lived through Hurricane Katrina, we still welcome your reflections. The deadly hurricane claimed over a thousand lives, left hundreds of thousands without homes, and caused tens of billions of dollars worth of damage, amounting to one of the worst natural disasters in the history of the United States. Despite these challenges, the resilient spirit of the Big Easy has helped the city and its residents rebound and rebuild.<br /><br />In 9 days we will commemorate the anniversary of Hurricane Katrina with a collection of videos on the YouTube homepage created by New Orleans area residents. In partnership with <a href="http://youtube.com/abc26web">ABC 26</a> (WGNO), a local television station in New Orleans, we invite Gulf Coast region residents to reflect on the five years since Katrina and submit videos using <a href="http://youtube.com/direct">YouTube Direct</a> on ABC 26’s website. When people use camcorders and mobile phones to capture newsworthy events in their neighborhoods and upload them to YouTube, they’re broadening the window into our own communities. For example, in the San Francisco Bay Area (where YouTube is based), we’ve seen several YouTube videos inform local news coverage, from the <a href="http://www.youtube.com/watch?v=2gJoVD3ryD4">snapping of support cables</a> on the Bay Bridge, to the shooting of <a href="http://www.youtube.com/watch?v=8Tmh9B8LVxM">Oscar Grant</a> by an Oakland police officer, to <a href="http://www.youtube.com/watch?v=1rm4SazjKsQ">fights breaking out</a> on Muni, the local bus system.</div><br />Earlier this summer, we <a href="http://youtube-global.blogspot.com/2010/06/youtube-news-feed-whats-happening-now.html">announced</a> our <a href="http://citizentube.com/">CitizenTube</a> News Feed, the first of two projects we're doing with the Berkeley Graduate School of Journalism. Now, we’re participating in an experiment in citizen reporting right here in our own backyard. We’re joining forces with our local ABC station, ABC7 (KGO-TV), to launch the <a href="http://youtube.com/abc7news">ABC7 uReport powered by YouTube</a>. ABC7 will use <a href="http://youtube.com/direct">YouTube Direct</a> to collect news footage from people in the San Francisco Bay Area. Residents of the Bay Area are invited to document the news and events happening where they live, work and play, and to <a href="http://ureport.abc7news.com/">submit</a> those videos via YouTube Direct to the producers at ABC7. 				<content:encoded><![CDATA[In its January 13, 2010, ruling, the U.S. Supreme Court blocked the public broadcast of the proceedings in Perry v. Schwarzenegger, a U.S. District Court case challenging the constitutional validity of California's Proposition 8 ban on same-sex marriage. Not to be deterred, producers John Ainsworth and John Ireland from MarriageTrial.com took verbatim court transcripts and first-hand accounts from bloggers present at the trial to film complete re-enactments of the proceedings for their <a href="http://youtube.com/marriagetrial">YouTube channel</a>. With closing arguments slated for June 16, we caught up with the producers to learn more about the project.<br /><br /><b>What is the inspiration behind MarriageTrial on YouTube?</b><br /><div>We realized on January 13, when the U.S. Supreme Court blocked the broadcast of California’s Proposition 8 trial, that this was really significant. When the American public was actively prevented from accessing these public proceedings on YouTube — precisely because it is so accessible — well, that’s a flat-out dare. We had to fill the void. We both believe that citizens should have access to the judicial process that will likely determine the future of marriage equality for our entire country.<br /><br /><i>First video in the series:</i></div><div><br /><object height="385" width="480"><param name="movie" value="http://www.youtube.com/v/tDmA_n5ygS4&amp;hl=en_US&amp;fs=1&amp;"></param><param name="allowFullScreen" value="true"></param><param name="allowscriptaccess" value="always"></param><embed src="http://www.youtube.com/v/tDmA_n5ygS4&amp;hl=en_US&amp;fs=1&amp;" type="application/x-shockwave-flash" allowscriptaccess="always" allowfullscreen="true" width="480" height="385"></embed></object><br /></div><div><br /><b>How has YouTube helped meet the goals of your project?</b></div><div><b><br /></b>There is really no better venue for 60+ hours of film. Many blogs and news media websites have embedded our videos. Because of this, our coverage has become an integral part of the media’s reporting on the trial. Ultimately, this serves our primary goal, which is to bring transparency to the court process.<br /><br />We have followed behind the scenes of the trial, as well. When the Defendant-Intervenors filed Motions to Strike testimony, we were able to “red-line” the proposed strikes, guiding people to the excerpts the motion sought to exclude from the official record. In fact, our re-enactment will remain accessible, regardless of what may be redacted from the official transcript. That is an extraordinary victory for transparency in our judicial process.<br /><br />YouTube’s “time seek” functionality allows us to link evidence that is introduced in the trial. Most of our viewers are active consumers of the information, many of them reading along with the transcripts and searching for further references to each witness’s testimony. Yet many others just run the videos in the background. One of our subscribers, who cranks up her speakers and cleans the house, told us she considers our channel better than the books on tape.<br /><br /><b>Has the amount of attention been a surprise?</b></div><div><b><br /></b>We were astonished at the press coverage we received, from local and national media. The international press, too, took a great interest in our project. The fact that they could access our video on YouTube made it very easy to cover and most TV and radio outlets broadcast clips directly from our <a href="http://youtube.com/marriagetrial">YouTube channel</a>. In a way, our YouTube Channel served as an Electronic Press Kit (EPK), which saved us quite a bit of time and marketing money.<br /><br />We were featured in the <a href="http://www.nytimes.com/2010/02/03/us/03marriage.html">New York Times</a>, then on Bill Moyers Journal on PBS. Other national and international coverage followed. These reports commented on the way we were getting this video out to the masses…that our effort signifies a new type of “citizen journalism,” not only accessible to the world, but faster and cheaper to produce than traditional forms of media broadcast.<br /><br /><b>Describe the use of captions in your videos.</b></div><div><b><br /></b>A few hours after we uploaded our first chapters, automatic captions miraculously appeared! We then formatted the official court transcripts and used YouTube’s <a href="http://www.google.com/support/youtube/bin/answer.py?hl=en&amp;answer=100077">auto-alignment tool</a> to produce accurate captions. Our actors followed the transcripts word-for-word and the captions make it clear what a great job they did. It was so easy to provide captions, which, traditionally, can be very expensive (often prohibitively) for filmmakers. The new Interactive Transcript feature is a great way for users quickly jump to specific parts of the video directly from the transcript.<br /><br />Comprehension and retention of the concepts introduced by witnesses, for example, get a major boost when viewers can read along, without having to pull up the PDF transcript. And of course, the trial re-enactment is immediately available to people with hearing loss, as well as people whose native languages are not English. The auto-translate function makes these captions available in so many languages. We could never have even approached this level of accessibility as independent filmmakers.<br /><br /><b>If the ruling goes into appeals, will you continue with the re-enactments?</b></div><div><b><br /></b>Yes. We plan to follow Perry v. Schwarzenegger to the U.S. Supreme Court. According to most experts, this court’s ruling will be appealed to the U.S. Ninth Circuit, regardless of whether it repeals or confirms California’s Proposition 8. From there, it will inevitably be appealed to the highest court. We expect the first appeal within six months or so, then for it to go to Washington, D.C. by next fall. We are already planning for those re-enactments. It’s a bit early to cast the Supreme Court justices just yet, but we know that is in our future.<br /><br />Bottom line, this case as a landmark in America’s civil rights history. We are proud to have created this permanent record as a resource for generations to come. Through Project: Report, a journalism contest produced in partnership with the <a href="http://youtube.com/pulitzercenter">Pulitzer Center</a>, aspiring journalists from around the country had the chance to tell stories that might not otherwise be told. And after months of reporting, shooting, and editing, the five grand prize winning reporters impressed the panel of judges and the voting community, and we’re showcasing their videos on the YouTube homepage today. But that’s exactly what Canadians did this afternoon when <a href="http://pm.gc.ca/eng/">Prime Minister Stephen Harper</a> sat down with YouTube.<br /><br />Roughly 170,000 votes were cast through <a href="http://www.youtube.com/talkcanada">Google Moderator</a> for nearly 1,800 questions -- giving voice to thousands of Canadians. And don’t think that these were softball questions. Canadians asked their Prime Minister questions on a wide variety of important topics: from <a href="http://www.youtube.com/watch?v=n3DsG7Oxyxc">the deficit</a> to Canada’s role in Afgahistan, from <a href="http://www.youtube.com/watch?v=hFmuggVCOC4">child care</a> to protecting pensions. We tried to select questions that represented the most popular topics and would solicit conversation. (We also minimized duplicate questions so we could cover a range of issues.) 				<content:encoded><![CDATA[Earlier today, the Chairman of the Federal Communications Commission (FCC) Julius Genachowski sat down for an exclusive YouTube Interview, right on the heels of the FCC’s<a href="http://www.youtube.com/watch?v=QYf2AVCdzZw"> announcement of a National Broadband Plan</a> -- the agency’s strategy to deliver high-speed Internet to more Americans across the country. You might be surprised to learn that -- even though the Interent was invented in the U.S. -- broadband penetration in the states is considerably lower than many other developed nations. Chairman Genachowski’s YouTube Interview is part of a series of conversations we’re having with public figures in which citizens submit and vote on their favorite video and text questions on <a href="http://youtube.com/citizentube">CitizenTube</a>. Earlier this year we spoke with <a href="http://www.youtube.com/watch?v=0pqzNJYzh7I">President Obama</a> in the White House, and engaged with <a href="http://www.youtube.com/watch?v=gtaX5mwO5tE">leaders of Congress</a> after the bipartisan health care summit.<br /><br />You can see the entire interview posted below. Chairman Genachowski answered Brooklyn-ite <a href="http://www.youtube.com/watch?v=S4Omot3AaN4">Elizabeth Stark’s questio</a>n on cost by saying the FCC needs to eliminate all barriers to competition so more Interent providers can compete and drive down prices. When Evslin in Vermont asked about rural broadband access, the Chairman said the FCC will take funding currently allotted for rural phone lines and instead use it to provide broadband to rural communities. We saw terrific submissions from around the country, each telling a powerful story of an individual through a day in his or her life. 				<content:encoded><![CDATA[On Sunday, despite as many as 100 bomb blasts throughout the country, according to <a href="http://www.nytimes.com/2010/03/08/world/middleeast/08iraq.html" id="wz7:" title="news reports">news reports</a>, Iraqi citizens flocked to the polls in higher-than-expected numbers to vote in the first nationwide parliamentary election since 2005. Amidst 38 confirmed casualties, Iraqi citizens from 18 different provinces inside Iraq -- as well as 16 other countries around the world -- cast their ballots to determine who will fill the Prime Minister's office and 325 seats in the nation's parliament.<br /><br />What is it like to be an Iraqi citizen during this important and volatile time in the nation's history? We partnered with <a href="http://youtube.com/aljazeeraenglish" id="b0qk" title="Al-Jazeera English">Al Jazeera English</a> to find out, by collecting opinions directly from Iraqi voters on video in our "Iraqi Voices" project. 				<content:encoded><![CDATA[For over seven hours yesterday, the nation's top leaders gathered in Washington for a unique conversation on the future of health care reform. Moderated by President Obama, the health care summit revealed disparate views on current legislation, with Democrats arguing for comprehensive reform and Republicans pressing for a more incremental approach (or for starting over entirely). We streamed the entire summit on <a href="http://youtube.com/citizentube">CitizenTube</a>, and Speaker of the House <a href="http://youtube.com/nancypelosi">Nancy Pelosi</a>, Minority Leader <a href="http://youtube.com/johnboehner">John Boehner</a>, and Senate Majority Leader <a href="http://youtube.com/senatorreid">Harry Reid</a> all agreed to answer some of your top-voted questions from our Google Moderator platform during the event. (We also offered the opportunity to Senator Mitch McConnnell, the Senate Minority Leader, but he was unable to participate due to a scheduling conflict.)<br /><br />Though it's doubtful many of you were able to tune in to the entire meeting, the fact that it was broadcast online was an important aspect of the discussion. It spoke to one of the top concerns that YouTube users posed to President Obama in our <a href="http://www.youtube.com/watch?v=0pqzNJYzh7I">YouTube Interview</a> earlier this month, when they demanded that <a href="http://www.youtube.com/watch?v=0pqzNJYzh7I#t=3m26s">health care proceedings become more transparent</a>.<br /><br />We selected three top-voted questions and the two top-voted ideas that you submitted during the summit, and the lawmakers replied with the YouTube videos that we've embedded below, as well as posted on the YouTube homepage. (We didn't ask the top-voted question regarding putting legistlation online, as all the legislation is currently available on the Internet.) Seeing each lawmaker answer the same five questions affords an interesting perspective on where both parties stand with respect to the issues that matter most to the citizens who participated.<br /><br />Here are the questions and ideas that each leader answered. What is the explicit reasoning behind mandating the purchase of healthcare services?<br />- Chris, University of Florida<br /><br />2. Do you believe that healthcare is a right, or that health insurance is a right?<br />- Brian, Student<br /><br />3. Thompson Reuters had performed a study in which they concluded that 40% of healthcare waste was from unnecessary care. Unnecessary care is primarily a result of a fear of being sued, aka malpractice. What is being done to address malpractice?<br />- JatPat, Chicago, IL<br /><br />4. Why not quit artificially limiting the market? Stop tying health insurance to employers and increase the market dramatically. Allow insurance providers to sell across state lines and increase it even more. All people voting on these bills should be required to personally read the entire bill before being allowed to vote on it. It is ridiculous that these bills are thousands of pages long. 				<content:encoded><![CDATA[<div>The deadline is quickly approaching in the first round of <a href="http://youtube.com/projectreport">Project: Report 2010</a>, a journalism contest done in partnership with the <a href="http://youtube.com/pulitzercenter">Pulitzer Center</a> for non-professional, aspiring journalists to tell stories in their community that might not otherwise be be told. </div><div><br /></div><div>The assignment for Round 1 is to document a single day in the life of a compelling person the world should meet and showcase how that person is making a positive impact in his or her community. All videos must be three minutes or less, and the deadline for submissions is this Sunday, February 28, 2010.</div><div><br /></div><div>Ten finalists will be chosen from the pool of Round 1 submissions by a panel of judges at the Pulitzer Center. 				<content:encoded><![CDATA[<div style="text-align: left;">Hundreds of fresh protest videos from Iran are appearing on YouTube today, as pro-reform protesters take to the streets in Tehran on the 31st anniversary of the Iranian Revolution. This marks yet another outbreak of protests since the disputed election last June.</div><br />Within hours of the protesters hitting the streets of Iran today, videos began streaming onto YouTube that document the large crowds chanting anti-government slogans and violent clashes with anti-riot police forces. Once again, these extraordinary videos provide an exclusive window into what's taking place on the ground, as foreign press have been banned from the country. YouTube remains blocked in Iran, but dissidents are passing videos to friends out of the country and using Internet circumvention technologies to post the footage, according to news reports and correspondence with those on the ground.<br /><br />We're tracking the videos on Citizentube, and here's a selection that have come in so far today. The President engaged in a direct conversation about a broad range of issues, from generating jobs to opening up the health care process to investments in nuclear energy.<br /><br />The best part of the process was that it was driven by you. ​Five days ago, as the President began his State of the Union address, we opened up our <a href="http://google.com/moderator/">Moderator</a> platform on <a href="http://youtube.com/citizentube">CitizenTube</a>, and over 55,000 of you submitted and voted on both video and text questions. Some of them were hard-hitting, others were emotional, and some were even funny.<br /><br />You can watch the full interview now:<br /><br /><object width="560" height="340"><param name="movie" value="http://www.youtube.com/v/0pqzNJYzh7I&hl=en_US&fs=1&"></param><param name="allowFullScreen" value="true"></param><param name="allowscriptaccess" value="always"></param><embed src="http://www.youtube.com/v/0pqzNJYzh7I&hl=en_US&fs=1&" type="application/x-shockwave-flash" allowscriptaccess="always" allowfullscreen="true" width="560" height="340"></embed></object><br /><br />Only able to ask less than 0.2% of the 11,696 questions submitted, it was hard to choose the final handful. Here's how the selection process worked: we tried to cover a range of issues, minimize duplicate questions, and include both video and text submissions. First, we looked at which topics had the highest participation -- like jobs, foreign policy, health care and government reform -- to determine how many questions to ask in each category. We then took the top 5% of video and text questions and picked questions that reflected what you cared about. None of them were chosen by the White House or seen by the President before the interview.<br /><br />In some cases, we combined questions, grouping similar ones from different categories like health care and government reform:<br />   <blockquote>"Why are the health care meetings, procedures, etc not on CSPAN as promised?" - <i>Mr. Anderson, Texas</i><br /><br />   "How do you expect the people of this country to trust you when you have repeatedly broken promises that were made on the campaign trail. Most recently, the promise to have a transparent healthcare debate..."<i> - Warren Hunter, Brooklyn</i></blockquote>Sometimes the top overall question in the category was a video question:<br /><br /><object width="425" height="344"><param name="movie" value="http://www.youtube.com/v/IVJKj_70TvQ&amp;hl=en_US&amp;fs=1&amp;"><param name="allowFullScreen" value="true"><param name="allowscriptaccess" value="always"><embed src="http://www.youtube.com/v/IVJKj_70TvQ&amp;hl=en_US&amp;fs=1&amp;" type="application/x-shockwave-flash" allowscriptaccess="always" allowfullscreen="true" width="425" height="344"></embed></object><br /><br />To try to get as many question in as possible, we had a section called "Good idea/Bad idea" in which we tried to solicit short responses from the President on ideas you sent in that might not be presented to him in traditional interviews. And increased adoption of the Internet by citizens and political and media leaders have made our public dialogue more diverse than ever before. Amidst all this change, the question of, "<a href="http://youtube.com/democracychallenge">What is Democracy</a>", is more relevant now than ever before. And there's just one week left for you to upload your answer, in YouTube's partnership with the State Department's Democracy Video Challenge.<br /><br />As we found out during the <a href="http://www.youtube.com/democracychallenge#p/u/0/KKziIkMl7aU">first</a> Democracy Video Challenge, the answer to that question of just what democracy is varies greatly depending on where you're from.
